The full readout from the Central Economic Work Conference (CEWC) adds weight to the idea that China’s leadership is shifting its focus toward supporting consumption. But it still appears too fixated on expanding the choice of goods and services available to consumers rather than directly supporting households. Some demand-side measures appear on the cards, but they look set to remain targeted. A dramatic shift away from the current policy approach is unlikely.
