Reports that the UAE is planning to introduce a sales tax, coming soon after some fuel prices were deregulated, add to the impression that it is taking fiscal consolidation more seriously than the rest of the Gulf. These measures are likely to weigh on consumer spending in the near-term. But by improving the public finances and showing a commitment to reform, the medium-term impact is likely to be positive.
