The recent floods in Spain have inflicted huge personal and financial costs. But in terms of GDP, the effect is likely to be quite small as the temporary loss in activity will probably be offset by increased government expenditure. Similarly, while the incidence of climate-related disasters will increase in the coming years, we suspect that the economic costs will be surprisingly small and mostly borne by the government.
