SA: MTBPS likely to double down on austerity

South Africa’s Finance Minister Enoch Godongwana will be in the unusual position of presenting the Medium-Term Budget Policy Statement (MTBPS) later this month against the backdrop of a sharp improvement in the public finances. And he is likely to use the speech to reiterate the government’s commitment to fiscal consolidation, which would be warmly received by investors but most of the good news already appears priced into the bond market. But while austerity is improving the fiscal position, it’s also keeping growth weak which could test the patience of factions within the ruling coalition.
