The Greek government’s surprise decision to hold a referendum on the latest euro-zone rescue package has clearly increased the risks of a bigger and disorderly default on Greek debt and, ultimately, of Greece leaving the euro. Perhaps more importantly, though, it threatens to put a serious hole in policymakers’ broader efforts to prevent the region’s debt crisis from escalating.
