Due to the relatively small size of the federal workforce and the large number of exempt positions, the federal government hiring freeze should have only a modest impact on payroll employment. More pain would be felt if the President follows through on his promise to enact sweeping layoffs in D.C., but even then, the drag on payrolls would not be large enough to materially alter the labour market outlook.
