Baby steps to support housing won’t drive a turnaround

While the Ministry of Housing introduced no significant new measures and gave little additional detail on plans to support the property sector during Thursday's press conference, it did announce an expansion of the whitelist scheme and the return of a policy to redevelop "urban villages" where displaced residents are compensated with cash instead of resettlement homes. These baby steps may help halt declines in home sales and provide near-term support for construction, but they are too small to drive a significant turnaround in the real estate market.
