Rise in coal production belies longer-term challenges

A jump in domestic production and fall in imports of coal this year have led some to suggest that thegovernment is on track to meet its target of doubling output from end-2014 levels by 2020. But the sectorcontinues to face longer-term challenges that put the target out of reach.
