Recent changes to the composition of the Rajya Sabha have raised the likelihood that the long-awaited Goods and Services Tax (GST) bill will finally be passed. But there are still sticking points, the most significant being the rate at which the GST is set. So while it may now only be a matter of time before the bill is passed, the government’s hopes of implementing the GST by April 2017 are unlikely to be realised.
