According to both market measures and survey measures, inflation expectations have been rising. Yet both short and longer-term inflation expectations remain undesirably low. And while the recent depreciation of the euro will help to boost inflation, other recent market movements such as higher government borrowing costs will work in the other direction. So the ECB still has more work to do.
