The European Central Bank’s stance that euro-zone interest rates are still “low” suggests that it might have to raise them significantly further to contain inflation. But the existence of some spare capacity in the economy and the possibility that the “neutral” interest rate may have fallen suggest otherwise. The ECB will continue to sound hawkish, but its work may soon be done.
