Today’s meeting between President Putin and government ministers to discuss anti-crisis measures and budget amendments suggests that the authorities are finally starting to acknowledge the new economic realities. Fiscal tightening looks almost certain. But Russia’s oil funds and low government debt levels mean that policymakers still have the option of postponing much of the pain until the worst of the recession is over.
