Russia’s new fiscal rule is no panacea

The draft budget for 2013, 2014 and 2015 submitted last Friday offers some hope to Russia’s ailing public finances by aiming to reduce the budget’s vulnerability to swings in oil prices. Nevertheless, we fear that the measures are likely to be a damp squib.
