The assumptions underpinning Russia’s 2015 budget, currently working its way through parliament, look realistic, suggesting that the government is finally starting to wake up to the extent of the economy’s problems. Nonetheless, a substantial fiscal squeeze is looming and with public investment set to bear the brunt, this could exacerbate the structural problems in the Russian economy.
