The fact that the government revised up its estimate for the underlying cash balance in 2020/21 by more than 1% of GDP since the October Budget underlines that the economy is recovering much faster than most had anticipated. The government’s GDP growth forecasts are now in line with ours, but there are several reasons why the budget deficit may still narrow faster than the Treasury expect.
