The Party Congress will deliver a major reshuffle of China’s leadership but, with General Secretary Xi’s continued dominance in little doubt, it won’t result in any substantial change in policy direction. There is no sign that zero-COVID is about to be relaxed or major stimulus introduced, while Xi will continue his push to ensure that the Party has oversight of all key areas of the economy.
