South Africa’s Finance Minister will have his third stab at presenting a budget on Wednesday, having dropped a controversial VAT hike that risked collapsing the ruling coalition. Will Enoch Godongwana finally get his budget over the line, and what does this all signal for the country’s fiscal – and political – stability?
