Our econometric model indicates that payroll employment increased by a disappointing 50,000 in October, suggesting that the labour market recovery is still struggling to find a higher gear. Private payrolls may have increased by a more encouraging 70,000, but some of that gain is likely to have been offset by another fall in state and local government employment.
