Labour’s proposed Right to Buy scheme for private tenants could have severe unintended consequences. The supply of property available to rent would fall, pushing up rents across the board. Moreover, if rented homes could be bought for a discount, the outcome for tenants would be regressive – richer tenants would gain a windfall when purchasing a rented home, but poorer tenants would rent at higher prices and see no benefit.
