Pre-Budget Report 2004

Gordon Brown did his best to play Santa to parents and children in the Pre-Budget Report, but the poor state of the public finances meant that his Christmas sack was virtually empty. The childcare measures, along with the freeze on fuel duties and other measures, amounted to a net giveaway of just £700m this year and less than £400m next year.
