About 1 million households are currently receiving a letter from HMRC setting out how much they will lose from child benefit reforms taking effect in January 2013. While the macroeconomic impact of these reforms will be modest, the overall spending and tax measures coming into effect early next year will create an additional headwind to any recovery in real earnings.
