There are two aspects of the recent deterioration in Brazil's fiscal position that are especially worrying. First, it has occurred despite the fact that the economy is operating at full employment. Second, much of the deterioration in the fiscal accounts seems to have been caused by higher government expenditure that could be difficult to cut back in the future. We suspect an era of larger budget deficits now looms.
