On past form, capacity shortages alone will never be enough to generate 2% inflation in Japan. The prerequisite for faster price gains is that inflation expectations among households and firms also rise substantially. Unfortunately, the Bank of Japan’s success in shifting expectations remains mixed at best. The chances of permanently lifting inflation to 2% are therefore slim.
