The Finance Ministry’s response to the pandemic has been even smaller than we initially thought. Announced stimulus measures were already meagre in size. It now appears that their impact has been partially offset by a pullback in other forms of government spending. The budget deficit may therefore not widen as much as we had anticipated, and fiscal policy will do little to support economic recovery.
