In his appearance before the House of Commons Finance Committee last week, Bank of Canada Governor Stephen Poloz reassured policymakers that the economy is showing signs of progress and that the positives will soon outweigh the negatives from the slump in oil prices. As before, we wouldn't bet on this view, or his position that the January interest rate cut will be enough insurance.
