In a surprise climb down, the Bank of Canada admitted that the need to withdraw policy stimulus is less imminent, partly reflecting the weaker global economic outlook, but mainly because the housing downturn looks sustained. This will no doubt come as a surprise to economists that have been insisting that rates are going up. We still anticipate that a housing slump is what will eventually lead to speculation that interest rates might be cut.
