The Bank of Canada's policy statement next week is likely to retain its hawkish bias about the need to raise interest rates. Given the faltering global economy and stalling domestic housing market, however, we expect this hawkish bias to be toned down in the Bank's October statement and subsequently removed before year-end. We still think that, if interest rates are changed this year or next, they will be lowered.
