There is little evidence to support the claim by Treasury Secretary Steven Mnuchin that tax cuts would pay for themselves by boosting economic growth to 3% or even higher, particularly not when the economy is already so close to full employment. The risk is that the resulting increase in the Federal debt burden could trigger a sharp rise in long-term interest rates.
