What is the fall in the number of vacant dwellings telling us?

The sharp fall in the number of vacant dwellings over the past couple of years seems to support the view that there is a severe shortage of housing. But with other data showing that the dwelling stock is rising faster than the household population, the drop in vacant homes probably just reflects reduced incentives for owners to register their properties as vacant.
