Extending Right to Buy will reduce housing market efficiency

Extending Right to Buy to housing associations will be challenging to implement, and could make it more difficult to boost the supply of housing. And other things equal, moving people from the social rented to owner-occupation sector will over time act to decrease the efficiency of how the current housing stock is used. That would worsen the perceived shortage of homes in the UK.
