The government’s proposal for permission-free office/industrial to residential conversions is pretty radical and, relative to what might otherwise have occurred, we estimate that the proposals could potentially lead to an extra 1m dwellings. Even if that is too optimistic, our hunch is that these proposals, if enacted, could still be looked back on in later years as a key change in planning policy.
