China’s metal refiners have been announcing output cuts in 2016. Although Chinese producers have a poor record on curtailing production, we think a combination of reduced raw material supply and government backing for the cuts will lead to lower metal output next year. Even with subdued growth in demand, the markets should move into deficit which will be supportive of a recovery in prices.
