Finance Minister Kan's suggestion that any hike in the consumption tax should be used to increase government spending would risk backfiring in the markets. Even if increased public spending in certain areas might boost potential growth in the economy, any fiscal benefits from this would not be as immediate or transparent as those that would follow from allowing increased tax revenues to feed through directly into a smaller budget deficit.
