What can be done to boost growth?

The Bank of Japan’s extension last week of its program to support growth sectors is unlikely to make a major contribution to lifting Japan’s relatively low potential growth rate of just 0.5%. Although increasing access to capital would in theory support trend growth, there is little evidence that Japan’s economy is being held back by a lack of cheap finance.
