A range of indicators suggest that business investment dropped for the second straight quarter in Q3. However, the Bank of Japan is continuing to argue that the outlook for capital expenditure is upbeat, citing an improvement in reported spending plans its own Tankan survey. Unfortunately, these projections are not a reliable guide to actual spending, and we think that non-residential investment will be broadly flat this fiscal year.
