Expectations were growing on Tuesday that US lawmakers would soon reach an agreement to extend the debt ceiling before the Treasury runs out of cash. But there is still an outside chance that a deal will not be struck before then. If, as a consequence, the Treasury were to default on its debt, foreign investors would end up shouldering much of the pain.
