Canada's uneven regional economic performance presents a dilemma for the Bank of Canada. While natural resource-rich provinces flourished last year, those that are reliant on manufacturing struggled badly. There is obviously little the Bank can do to change this. It has kept interest rates low in an effort to bolster domestic demand. Unfortunately, the prevailing headwinds are likely to persist and may eventually prompt the Bank to chart a different course.
