The latest Business Outlook Survey dealt another blow to the Bank of Canada's upbeat growth outlook. With businesses turning more cautious on the outlook for sales and capital investment, even our bearish GDP growth forecasts for this quarter and next might prove too optimistic. With housing expected to slow down again next year, this supports our general view that policymakers might eventually have to provide more policy stimulus to support a flagging economy.
