For the most part, states with strong income growth and low homeowner vacancy rates will see the largest gains in single-family housing starts. The majority of those are in the West, although Florida is a notable exception. However, a high negative equity share, which could boost the foreclosure inventory in the future, will dampen builders’ enthusiasm to increase starts in Florida, Nevada and Arizona.
