Is Japan really investing too much?

Japan invests a larger share of its income in machinery and equipment than most other advanced countries, while generating rather tepid returns. Some are suggesting that Japan would be better served by investing less. However, we think Japan should aim instead to redirect its investment to more productive areas, for example by addressing the low rate of spending on information and communication technology.
