The sharp fall in retail sales in August was mainly due to the unwinding of special factors that have supported spending over the last three months. Nonetheless, consumer confidence remains low and with employment and earnings weaker than at the start of the year there is little to support sales growth beyond any remaining recovery in slack from March’s disaster.
