Bank of Canada Governor Stephen Poloz once described net business creation as “one of my favourite variables”. That data, released this week, were hardly encouraging. Annual growth in business creation declined to just 0.8%, from 9.4% in the first quarter, while the net pace of business creation slowed to a six-quarter low.
